10:50:07 AM [Dan Cade] Under Ohio law, both parties are required to keep the CSEA and the court advised of any changes to individuals changes in mailing and residential addresses and any changes to employment. Failure to keep the court and the CSEA advised of such changes may result in contempt proceedings being initiated. The bottom line, however, is to collect and enforce child support obligations. As long as the support is being enforced, the agency normally will not take action for non-compliance of reporting requirements due to limited staffing.
10:37:36 AM [Visitor] Shouldn't CSEA automatically require the obgilor to submit their Tax return forms to CSEA? If they come to court with a paycheck stub or w2, that does not mean that is all they have $$made this year. How does someone find out this information?
10:42:00 AM [Dan Cade] Such information is requested in administrative reviews for the purpose of modifying existing child support orders. The CSEA and/or the courts often solicit this information in enforcement and establishment proceedings. In situations where the obligor is employed, that information is provided to the new hire reporting program both at the state and federal level. Consequently, the agency may have this information in lieu of tax returns and W2's. However, the receipt of this information is often several months behind.

I asked him about it and he said no, but he has in his mind that I make millions of dollars so he may be trying to get it lowered or something. 10:33:21 AM [Visitor] Thank you so much! Do you know why Hamilton County would be requesting a wage verification from MY employer? I only know it was done because I do payroll so it was delivered to me.
10:35:04 AM [Dan Cade] This is a routine procedure whenever the agency is doing an administrative review (modification) of a child support order. If this is being done, one of the parties would have requested an order modification and both of the parties would have been notified that the administrative review is being conducted.
10:25:50 AM [Visitor] I have contacted Hamilton County Child Support multiple times on this matter and nothing ever comes of it. No warrants, no contempt hearings, etc. One time he was found in contempt and served 32 days in jail. I'm at my wits end with a system that does not work in my favor. Because I have been supporting my child for so long by my self, it's not even about the money anymore...it's about him facing consequences for being a dead beat.

10:24:18 AM [Dan Cade] Child Support arrears are submitted to both federal and state taxing authorities. For federal tax offset, the criteria is that the child support arrearage must be $500 or more. For submissions to the Ohio Department of Taxation, there is no minimum dollar amount.
10:18:33 AM [Visitor] What can I do to collect child support from a non-custodial parent that is always working under the table, does not file a tax return and has all assets/financial institutions under his mother's name?

10:22:08 AM [Dan Cade] Obligors who are self-employed and receive unreported income are very difficult to collect child support or, for that matter, any other debt. Such individuals normally do not receive any income that is subject to income withholding. The only enforcement efforts that may provide positive results are suspensions of drivers' licenses, recreational licenses, or professional licenses. Also, recording of administrative child support liens, contempt actions and initiation of criminal charges for non-support. 10:11:31 AM [Dan Cade] The CSEA can hold income from wages, retirement benefits, unemployment compensation, workers' compensation, and other forms of income. In addition, child support can be collected through seizures of federal and state income tax refunds, freeze and seize of accounts at a financial institution, issuance of child support liens, suspension of drivers' and professional licenses, and through the filing of contempt actions in juvenile and domestic relations courts.

10:15:18 AM [Dan Cade] Child Support arrearages are routinely submitted to both the IRS and State of Ohio Department of Taxation on a monthly basis. In the event the obligor is entitled to receive a tax refund, those funds will be seized to satisfy arrears. This is done electronically.

Question: What services are provided by the Child Support Enforcement Agency?
Answer: The Child Support Enforcement program is a state, federal and locally funded program that provides services to residents of Hamilton County to establish paternity for children born out of wedlock, establish child support and medical support orders for children, enforcement and modification of existing child support orders, and location of absent parents for purposes of establishing and enforcing support orders.
