Moira Weir
Director
Weir, a 14-year agency veteran, became the agency's director on July 1,
2007. She joined the leadership team in 2004 as assistant director in charge
of Child Support, Workforce Development and Benefit Recovery. She
assumed responsibility for Children’s Services in July 2005. Weir began
her career at HCJFS in 1993 as a Children’s Services worker. She
advanced to section chief of Children’s Services Intake/Assessment,
Children’s Services Program Support, and Adult Services as well as an
Integrated Services Business Unit. Before coming to Hamilton County, she
worked in a geriatric assessment program and a child protective agency
in Philadelphia. She had served as vice president of a real estate
company.
Jeff Felton
Assistant Director/Children's Services
Felton, executive
director of Children's Services for Washington County, Penn., started
April 28, 2008. He has more than 20 years experience in child welfare
and management. He also has served as executive director of several
Children's Services departments in Ohio. He holds a master's degree in
counseling.
Brian Gregg
Media Spokesperson/Communications Manager
Gregg joined the leadership team on April 17, 2008. He came to the
agency in 2006 after working as a public relations manager in private
industry. Gregg has a background as a newspaper reporter. He covered the
agency in the 1990s as a writer for The Cincinnati Enquirer. He
has a journalism degree from Kent State University.
Ron Kirkendall
Assistant Director/Family and Adult Assistance, and Shared Services
Kirkendall became a member of the leadership team in January 2005. He had
been a project management consultant at HCJFS for two years. Kirkendall
began his career at the agency in 1970 as a programming/systems manager.
He was promoted to manager of Information Systems in 1989 -- a position
he held until 1997. He was senior principal in a national consulting
firm for six years before returning to Hamilton County in 2003.
Cynthia Smith
Assistant Director/Client Services
Smith joined the leadership team in October 2005 after serving as
Workforce Development section chief for more than six years. In 1985,
she began her career at HCJFS as a Children’s Services worker and
advanced to supervise HealthChek. She served as community case
management coordinator and LEAP Program supervisor.
Vaughn Smith
Chief Financial Officer
Smith became a member of the leadership team in January 2007 after
coming to the agency from Monroe County. He had served as director of
the county's Department of Job and Family Services for nearly nine
years. Smith held financial- and management-related positions in private
industry before entering public service. He has a Bachelor of Science
degree in Business Administration and is working on a Master’s in
Business Administration with a specialization in Public Administration.
Jeffrey Startzman
Assistant Director/Child Support and Workforce Development
Startzman came to HCJFS in October 2005 after serving as Butler County
Child Support Enforcement Agency (CSEA) managing attorney for four
years. From 1987 to 2001, he served as court administrator, legal
director and magistrate for Montgomery County Domestic Relations Court.
He was assistant prosecuting attorney in Montgomery County, 1981-89, and
also worked in a private practice in family law.
Carol Watson
Executive Administrator
Watson transferred to executive administrator and joined the leadership
team in 2002. She had served as a Child Support section chief for 10
years. Watson began her career at Hamilton County in 1978 as a typist.
She became an investigator before advancing to unit supervisor, program
development coordinator and assistant director in Domestic Relations
Court. She became an HCJFS section chief when Child Support moved from
the courts to the agency.
