Feb. 8, 2010 -- Ohio Department of Job and Family Services (ODJFS)
is planning to send a communication to child care providers later in
February regarding the ODJFS provider portal.
This notice from ODJFS will contain provider portal instructions and an
assigned timeframe (in March) to access the portal and enter provider rates,
banking information and provider agreement ("contract") with ODJFS.
ODJFS wants providers to complete their provider agreements via the provider
portal by March 20.
Providers will have access to the portal weekdays, 7 a.m. - 7:30 p.m., and
Saturdays, 8 a.m.-4 p.m., except for when routine maintenance is needed.

Jan. 25, 2010 -- The
Ohio Department of Job and Family Services has started "e-mail blasts" to
share information about the Child Care Information Data Systems (CCIDS).
ODJFS will provide an e-mail periodically covering important information for
providers and answering questions about the project.
To receive the e-mail updates, send an e-mail to
CCIDS_Help_Desk@jfs.ohio.gov.

Did you know…
ODFJS is developing a new automated system, CCIDS, that will
greatly streamline and simplify the payment and eligibility process for all
participants in the state’s publicly funded child care (PFCC) program. The
parts of this system are listed below with important provider information.
Eligibility and Authorization (EA)
This part of the system will simplify eligibility and determination for the
county staff. Providers will receive copies of approvals, changes, and
terminations from the state so that they have immediate information about
the families they are serving. This part of the system will be rolled out
in waves.
Centralized Payments (CP)
Payments will be issued beginning in May to providers who have completed a
provider agreement with the state. These payments will be completed using a
direct deposit method to the account given to the state by the provider.
Payments will be monthly.
Provider Portal (PP)
The Provider Portal is a web application that will allow providers to enter
into a provider agreement with the state, instead of a contract with the
county. There are 3 parts to the agreement:

Time and Attendance (TA)
This part of the system will allow the state to track attendance of eligible
children by using a Point of Service device, a swipe card system similar to
a credit card machine. This part of the project is in the beginning stages
as a vendor has not been identified. Once a vendor is secured, more
detailed information will be available about this system.
Provider Leadership Workgroup
A small workgroup of individuals from provider organizations and agencies
has been established. These individuals are representing the statewide
provider community and will work with ODJFS to keep you informed and provide
feedback about CCIDS. Minutes from these monthly meetings will be posted on
the CCIDS web page for you to review.
Provider To Do List
1. Establish and maintain a valid bank account (this can be a checking or
savings account)
2. Establish Internet access (if you do no have immediate Internet access,
contact your local library for general public internet access)
3. Establish customary rates in the format of weekly full-time, weekly
part-time, and hourly child care for each age range of children you are able
to serve (infants,
toddlers, preschool and school children)
4. Establish a valid email address
5. Determine if you are required to complete a “Declaration Regarding
Material Assistance/Non-assistance to a Terrorist Organization” (DMA) form.

when entering your provider agreement on the internet.
Important Dates
January 2010 – Second provider letter mailed
February 2010 - Third provider letter mailed including how to use the
provider portal
March 2010 – Provider Portal is ready for use
March 27, 2010 – ALL PROVIDER AGREEMENTS MUST BE
ENTERED IN PORTAL
April 2010 – Eligibility and Authorization begins in phases
throughout the state
May 2010 – Centralized Payments are issued for April services
Fall 2010 – Time and Attendance tentatively begins

Q. Can providers be paid more than 1 time a month?
A. If the CDJFS is not on EA the
providers can only be reimbursed monthly because the rosters are being
used. Once the CDJFS is on the EA system the providers
can be paid as frequently as weekly.
Q. Can I send my provider agreement to
the state or do I have to use the provider portal on the internet to
complete the agreement?
A. The provider portal must be used to
enter into a provider agreement with the state. Copies of all three forms
can be viewed and printed, once submitted. The forms
will show that they were electronically signed.
Q. What happens with the swipe card
system when a parent forgets to sign in or out? How do the school children
that I drop off at school get signed out with the
swipe card?
A. Parents will have the option of
usin g the swipe card for up to 10 days after the date in question to
retroactively add this information.
